PROBLEM TO BE SOLVED: To select a communication device with the same identification number. SOLUTION: A FWA (Fixed wireless Access) base station device 14 communicates with a network 16 and an FWA communication device 10 or an FWA communication card 12. The FWA communication device 10 and the FWA communication card 12, respectively have the same telephone number as an identification number used at the time of communication, for example, the telephone number, and has mutually different priority order. A communication server 18 controls communication between the FWA communication device 10 or the FWA communication card 12 and a communication target device which is connected to the network 16, and is not illustrated. At the time, the communication server 18 select one as a communication device which is to be a communication target with the communication target device based on the priority order which the communication device 10 and the FWA communication card 12 respectively posses because there are the FWA communication device 10 and the FWA communication card 12 which have the same telephone number.
