<p><P>PROBLEM TO BE SOLVED: To solve picture deterioration due to the difference of the numbers of coding paths between code blocks in a moving image coding system for conducting intra-frame coding processing, intra-field coding processing or intra-frame-intra-field coding processing. <P>SOLUTION: An inputted moving image (x, y) is discrete-wavelet-transformed by a DWT 3 and inputted to a quantizer 4-1 as code data. The quantizer 4-1 and a post quantizer 4-2 function as a rate control part 4, and match the number of bits of the code data to the number of assigned bits. When cutting off the coding paths by each code block in order to match the number of bits of the code data to the number of assigned bits, the number of bit planes are controlled to be equal between the code blocks.
