<p><P>PROBLEM TO BE SOLVED: To provide a charge adjustment device of a parking lot, etc. which is constituted so as to be shapely installed without taking location using a long and slender cylindrical case, so that an assembly work in that case is easy and furthermore, in which flexibility of positioning of a region having various functions is enhanced. <P>SOLUTION: Surroundings of an erected strut are covered with a cylindrical outer wall attached to the strut, functional blocks constituting the charge adjustment device are piled up and stored inside the cylindrical outer wall and the cylindrical outer wall is provided by every functional block to be separable in vertical directions.
