PROBLEM TO BE SOLVED: To extract and recognize even small-sized characters from an image.

SOLUTION: This apparatus includes a mask detection part 10 which detects a height of a mask indicating a character region from spatial information of the image created when detecting a caption region from the image, a character extraction part 14 which extracts characters from the character region correspondingly to the height of the mask, and a noise removal part 16 which removes noise from the extracted characters. The noise removal part 16 is provided with an element separation part which spatially separates elements of the extracted characters and a noise element removal part which removes the element being noise among the separated elements and outputs a removal result as characters from which the noise is removed.
