PROBLEM TO BE SOLVED: To distribute a relevant content to a specific content receiving device from a previously designated content transmitting device.

SOLUTION: A data file update and distribution center 4 creates content identification information for identifying a content to be distributed, transmitter information for identifying a content transmitting device which should distribute the content, and distribution management information in which discrimination information for identifying a content receiving device for which the distribution of the content is permitted is specified. By each content transmitting device identified by the transmitter information registered in the distribution management information, distribution permission information in which the content identification information and the discrimination information are associated and a content body to be distributed are distributed.
