PROBLEM TO BE SOLVED: To provide a content proper to a user by processing the timing of retrieving a content and providing the content to the user according to the user's state, the state of the user's vehicle, and the circumferential state of the vehicle. SOLUTION: This system comprises a storage means collecting user information, probe information and car navigation information by an on-vehicle terminal, and recording the collected user information, probe information and car navigation information as user contexts and environmental contexts; a means extracting, based on the contexts recorded in each storage means, a condition for retrieving a content to be provided to the user; and a means retrieving the content from the content storage means based on the condition. By using the user contexts and the environmental contexts, information and contents are provided from a center to the on-vehicle terminal through communication by a cellular phone or the like.
