PROBLEM TO BE SOLVED: To provide a metal hydroxide dispersion exhibiting high dispersion stability in the air and allowing formation of a metal thin film on a base material by heat treatment at low temperatures, and to provide a method of manufacturing the metal thin film. SOLUTION: The metal hydroxide dispersion contains fine particles of a metal hydroxide having a primary particle diameter of 100 nm or smaller, and a dispersion medium. The dispersion medium contains a polyhydric alcohol and/or a straight-chain aliphatic polyether compound. The metal hydroxide dispersion is applied onto a substrate and heat-treated.
