PROBLEM TO BE SOLVED: To provide a water-based coating material with excellent drying property, storage stability, water resistance for the resultant coating film and pigment dispersibility, particularly a polymer latex composition suitable for a pavement marker, and a water-based coating material containing the polymer latex composition with above characteristic features. SOLUTION: The polymer latex composition contains a polymer latex with an isoelectric point pH of 3-7 and an alkali-soluble oligomer with an acid value of 120-450 mgKOH/g and weight average molecular weight of 4,000-10,000, and the coating material for the pavement marker contains the polymer latex composition.
