PROBLEM TO BE SOLVED: To provide a skin lotion composition capable of improving the percutaneous absorption of active ingredients and delivering the much amount of the active ingredients to endodermis. SOLUTION: This percutaneous absorption enhancer excellent in penetrating property of the active ingredients is provided by using diglycerol and a low molecular betaine in their combination. By the percutaneous absorption enhancer, the accelerated amount of the absorption of the active ingredients is increased markedly and the original effect of the active ingredients is exhibited sufficiently.
