<P>PROBLEM TO BE SOLVED: To optimize power consumption of a radio communications system as a whole according to a load of a radio communication section in a radio communications system in which a receiver on a receiving side radio device senses an intermittent carrier. <P>SOLUTION: In a radio device in which a receiver on a receiving side radio device senses an intermittent carrier, an operation mode control position 4 and an operation mode determining portion 5 determine whether a control information portion constituting a carrier sense time and a startup message transmitted by a transmitting side radio device is intermittently transmitted, without changing the carrier sense interval of a receiver 1 of the receiving side radio device, according to a load of a communication section obtained by a load measuring portion 6.
