<P>PROBLEM TO BE SOLVED: To provide an IC card system to prevent the unauthorized use of use terminals that are illegally acquired, such as stolen ones. <P>SOLUTION: A terminal management server 1a, a use terminal 3 and an IC card 4 share a terminal negation list, an operation stopped terminal list and an operation stopped terminal deletion list. The lists are always updated and managed so as to be the latest ones. The use terminal 3 determines whether or not its terminal identification information 3f is included in the received terminal negation list 3h. If included, the use terminal 3 abandons secret information 3g and stops its operations to prevent the following unauthorized use of the use terminal 3.
