PROBLEM TO BE SOLVED: To secure traceability by disclosing development details in a development apparatus side of an execution environment, and detecting alteration even in regard to software outside unitary management. SOLUTION: In an operation part 1, software and an operation history management file including a hash value are inputted, the hash value is extracted from the operation history management file, a hash value is calculated from the software, the hash values are compared, the software is deleted as being altered when there is a mismatch, change operation of the software is carried out as having no alteration when there is a match, operation history core information indicating an operation time, an operation part ID, or the like is generated, and the software, the operation history management file, and the operation history core file are sent to a management part 2 after operation. In the management part 2, the hash value and version information of the software after operation are generated, the operation history management file is updated by adding the hash value, the version information, and the operation history core information to the operation history management file, and the software after operation, and the operation history management file after update are recorded.
