PROBLEM TO BE SOLVED: To provide an image discriminating circuit improving an accuracy on the discrimination of a text picture and a natural picture conducted at every picture element. SOLUTION: Regarding the aimed picture element of an input digital video signal, the image discriminating circuit has an every direction counter counting the number of combinations as the same brightness value, regarding a plurality of the combinations selecting two picture elements from a plurality of the picture elements in every direction in a plurality of directions composed of a plurality of peripheral picture elements centering around an aimed picture element; and a total-value discriminator discriminating the kind of the picture from a total count value obtained by totalling count values in a plurality of directions of every direction counter. Regarding the aimed picture element, the image discriminating circuit further has every direction discriminator discriminating the kind of the picture from the count value of every counter at every direction.
