PROBLEM TO BE SOLVED: To suppress global warming, to provide low-cost electric power and to level a differential between day and night electric power demands. SOLUTION: A heat exchanger (1) having both functions of water cooling and ice cooling is equipped as a condenser for a power plant (new construction, existing). It is operated with the water cooling function in the night and is changed to the ice cooling function and operated at the peak of day electric power demand so that a cooling water pump (8) can be stopped and electricity can be saved. A combined power generation plant can be constructed using waste steam from a steam turbine as a heat source of a mixed medium power generation plant and electricity can be increased. The double effect of saving electricity and increasing electricity provides the highly efficient power generation plant with thermal efficiency largely improved as compared with a conventional power plant. Ice (14) is produced and stored with midnight surplus electric power and is used for the ice cooling function at the day electric power demand peak and the differential between the day and night electric power demands is leveled.
