PROBLEM TO BE SOLVED: To provide an passenger conveying device capable of precisely detecting a moving time of passengers, and setting an optimum tread plate moving speed to handicapped pedestrians. SOLUTION: A passenger moving time detecting means (18A, 18B) detecting the moving time of passengers walking on getting-on and -off floors 8A, 8B in a getting-on direction from treading in to kicking out of legs are installed on both sides in a width direction. A controlling device 19 for comparing the moving time detected by the passenger moving time detecting means with a reference moving time and changing the moving speed of the tread plate. The passenger moving time detection means on both sides are arranged in a manner that detection beams cross and extend at the center in the width direction before reaching a direction changing part 7E of a moving handrail 7, and the passenger moving time detecting means on both sides are constituted by independent circuits.
