PROBLEM TO BE SOLVED: To provide a cutting tool made of surface-coated cemented carbide with a hard coating layer exhibiting excellent wear resistance. SOLUTION: The hard coating layer formed by vapor deposition on the surface of a substrate formed of WC-based cemented carbide or TiCN-based cermet is composed of a compound nitride layer of Ti, Al and Si which: satisfies a composition formula, (Ti<SB>1-(X+Z)</SB>Al<SB>X</SB>Si<SB>Z</SB>)N, wherein X is 0.45-0.70, and Z is 0.01-0.15 at the atomic ratio; shows an inclination angle frequency distribution graph in which a maximum peak exists in inclination angle divisions within a range of 8-20 and a total of frequencies existing within the range of 8-20°occupies the rate of 45-65% of the whole of the frequencies in the inclination angle frequency distribution graph formed by measuring inclination angles formed by normal lines of ä100} surfaces which are crystal surfaces of crystal grains, with respect to the normal line of a surface polished surface; and has an average layer thickness of 1-15μm.
