PROBLEM TO BE SOLVED: To improve quality of the whole community with a limited network resource in a multipoint image communication service.

SOLUTION: In a speaker distinction part 14, a speaker is distinguished on the basis of its voice from each communication party terminal. In an image code amount decision part 15, the code amount to image from each communication party terminal is determined on the basis of the distinguished result. An image coding part 16, the image from each communication party terminal is encoded on the basis of the code amount and distributed to each communication party terminal 30.
