<P>PROBLEM TO BE SOLVED: To provide a system for paying charge which relieves the trouble of a charge payer and the time and labor of a clerk to receive and treat the charge, and to provide its method, etc. <P>SOLUTION: The management device 41 of a public organization (a charge demand source) 4 comprises a means for transmitting charge bill information to the portable terminal equipment 1 of a customer, extracting bill information which is included in text information received by the portable terminal equipment 1, and storing the information in a prescribed storage part; and a noncontact IC card treating means for transmitting the bill information of the storage part by noncontact close-in communication in response to the request of the other party.
