PROBLEM TO BE SOLVED: To enhance efficiency by not reading unnecessary data from a memory of a non-contact communication medium.

SOLUTION: The memory of the non-contact communication medium is partitioned into a data region 32 storing data segmented into a plurality of items, and an index region 31. Usage information identifying whether or not data of an item is stored in the data region per each of the plurality of items, and size delimitation information representing data size of an item per item with data stored in the data region are stored in the index region 31.
