PROBLEM TO BE SOLVED: To reduce a time required for key exchange in a communication system for carrying out encryption communication using a common encryption key via a local area network. SOLUTION: When the system starts, a gate way ECU (GW) produces the encryption key and encrypted data which is encrypted by using a core key is distributed to all the ECUs (ECU1 to ECUN) at once by a broadcast form. Each ECU decrypts the received encrypted data by using the core key and uses the decryption result as an encryption key for encryption and decrypting subsequent communication data. The ECU where the encryption key is set produces a respondence (key confirmation) expressing it and returns encrypted data which is encrypted by using the encrypted key to the gate way ECU.
