PROBLEM TO BE SOLVED: To provide a high barrier sheet excellent in gas barrier properties with respect to oxygen, steam or the like, having various characteristics such as high transparency, heat resistance, flexibility and the like and suitably used, for example, as a barrier sheet for organic EL or the like. SOLUTION: The high barrier sheet has a base material film made of a synthetic resin, the gas barrier layer laminated at least on one side of the base material film and the flattening layer laminated on the outer surface of the gas barrier layer. The gas barrier layer and the flattening layer may be laminated repeatedly a plurality of times in this order. The gas barrier layer may be formed of a vapor deposition film of an inorganic oxide or an inorganic nitride (preferably silicon oxide, silicon nitride or aluminum oxide). The flattening layer may be formed by a sol-gel method using a composition containing a metal alkoxide and/or a hydrolysate thereof. A solvent soluble polymer may be added to the composition.
