An elderly person living solo can be protected from "cheating" via telephone as follows. An individuality characteristic amount expressing the individuality is extracted from the voice signal of a person to be registered in advance and stored in a storage unit. When a telephone call is made, an individuality characteristic amount expressing the individuality is extracted from the voice signal from the telephone line and the individuality characteristic amount is compared to the individuality characteristic amount stored in the storage unit, so as to judge whether the transmitter of the voice signal inputted from the telephone line is a person whose individuality characteristic amount is registered in the storage unit. The judgment result is reported to the user. Thus, when the telephone call is made by a person whose individuality characteristic amount is not stored in the storage unit, it is reported to the user.
