A cigarette producing apparatus has a filter plug installation mechanism for coaxially butting a filter tip on an end section of a cigarette and then winding tip paper around the outer peripheral surface of the butt section; a laser perforating device for perforating air permeation holes in the tip paper by irradiating the tip paper with a laser beam to perforate the air permeation holes in the tip paper, the irradiation being made on that side (rear surface) of the tip paper which adheres to the cigarette and the filter plug; and an air permeability measuring device for measuring the air permeability of the tip paper. The laser perforating device is feedback controlled depending on the measured air permeability to adjust air permeation resistance (Vf) of a filter cigarette.
