<P>PROBLEM TO BE SOLVED: To provide a portable information storage medium capable of efficiently and quickly performing processing, an information processing device, a program therefor and a communication establishing method. <P>SOLUTION: In this communication establishing method for establishing a communication manner between an IC card capable of performing non-contact communication with a plurality of communication manners and an outside terminal, the IC card comprises a communication manner selection step S120 for selecting the communication manner on the basis of a communication manner history, communication steps S130, S140, S160 for receiving a request sent from the outside terminal with the selected communication manner, and communication manner determination steps S150, S170 for determining whether or not the selected communication manner is appropriate on the basis of presence of reception of a predetermined request.
