<p><P>PROBLEM TO BE SOLVED: To generate an output voltage fit for a battery as a load which is to be connected to a portable generator. <P>SOLUTION: A changeover switch 25 selects an output voltage set value as the target value for controlling the output voltage of a three-phase rectifying bridge circuit 2. An output controller 34 controls a rectifier circuit 2, according to the targeted value. At operation of the changeover switch or at switching on of a key switch, a load discriminating part 35 discriminates the voltage of load, that is, the voltage of the battery 19. When the load voltage lies within a planned tolerance range to a selected output voltage set value, a permission for output is instructed to the output controller 34.
