PROBLEM TO BE SOLVED: To achieve shortening of an FPOT without sacrificing image fixability of a first sheet of cold start by preliminarily heating a pressure roller as far as possible during starting up of a fixing device by ensuring rising of a thermistor temperature to a target control temperature just before paper rushes into the fixing device as far as possible, thereby delaying the timing at which the fixing device begins to reduce electric power. SOLUTION: The pressure roller is rotated at a speed higher than the prescribed process speed during the starting up operation of the fixing device until the paper arrives at the fixing device.
