PROBLEM TO BE SOLVED: To provide a binding implement for paper sheets and a file for binding the paper sheets in which the paper sheets are easily bound, the bound paper sheets are hardly broken and released, and the bound paper sheets are easily removed. SOLUTION: In the binding implement for the paper sheets, a binding plate 3 is freely foldably extended from one side of a substrate 1 through a hinge 2a, the binding plate 3 is freely foldable at a hinge 2b existing between it and its apex part 3a, two or more hooking holes 4a are perforated in this side of the apex part 3a, two or more notches 5a exist around the hooking holes 4a of the binding plate 3, two or more hooking rods 6 are stood on the substrate 1, the hooking rods 6 have come-off stoppers 6b extended sideward more from its central axis 6a, the diameters of the hooking rods 4a are smaller than the maximum diameters of the hooking holes 4a and at least the same as the minimum diameters of them, and the hooking holes 4a are freely fitted in and removed from the hooking rods 6.
