PROBLEM TO BE SOLVED: To provide a license issuing-and-managing technology for providing various kinds of video distribution content services such as the presentation service and viewing service of video contents and so on which are convenient to users, and can be used by many people or groups in a system capable of providing a video distribution service.

SOLUTION: A license issuing-and-managing server device 200 is provided with; a license-issuing function 201 which issues licenses to users who use each content; the number of times of license issuing control function 202 which controls the number of times of the issue of licenses; and a license issuing counter table 203. The license issuing-and-managing server device 200 sets, for each content, the allowable number of times of the issue of licenses when a content registration firm which sells each content registers the content, and issues the licenses to user devices within the allowable number of times of the issue of the licenses.
