<p><P>PROBLEM TO BE SOLVED: To provide a communications system in which each node can flexibly execute effective communication, even if there is no management node, and delay is suppressed as much as possible, even when multi-hop communication. <P>SOLUTION: Each node transits its operating state or operation timing, while reflecting the basic speed of state transition and delivering/receiving a state variable signal representative of its operating state or operation timing. Based on the transition state, time slot for each node is assigned.
