PROBLEM TO BE SOLVED: To provide an apparatus for detecting an article of inferior quality capable of efficiently processing by early finding and excluding inferiority of a bag manufactured in a bag manufacturing and packaging machine on the downstream side of the bag manufacturing and packaging machine. SOLUTION: The bag manufacturing and packaging system 1 is equipped with an inferiority detecting part 20 which detects the inferiority of the bag generated by the inferiority of bag manufacturing in a bag manufacturing and packaging part 5. The inferiority detecting part 20 is equipped with a belt conveyor 21 arranged below the bag manufacturing and packaging part 5, a belt conveyor 23 arranged at an immediately downstream side of the belt conveyor 21, and a line sensor 22 arranged at a step difference part of a connected part of the belt conveyor 21 and the belt conveyor 23. The line sensor 22 judges whether the bag passing through at the front of the line sensor 22 is inferior or not, based on a result detecting passing-through of an article carried from the belt conveyor 21 to the belt conveyor 23.
