PROBLEM TO BE SOLVED: To provide a bolt breakable shock absorbing stopper device and a base isolation device of a bridge, fixed at ordinary time and a small-scale earthquake time, and reducing holding power of a stopper stepwise at a large-scale earthquake time. SOLUTION: This bolt rupturable shock absorbing stopper device has the stopper 13 for restricting the movement in the direction perpendicular to the bridge axis of the bridge without restricting the movement in the bridge axis direction, and has a plurality of kinds of bolt hole means 15 for rupturing a plurality of bolts 14 stepwise by fixing the stopper 13 to a fixing member 11 by the plurality of bolts 14.
