PROBLEM TO BE SOLVED: To provide a heat transfer treatment device for giving efficient evaporating or condensing treatment to treated fluid. SOLUTION: The heat transfer treatment device 1 comprises a heat transfer pipe 20 for evaporating or condensing the treated fluid containing an organic material at its surface. The heat transfer pipe 20 is formed with a photocatalyst film 20a on the surface and stored in a chamber 10. The chamber 10 has window portions 17a, 17b in at least a part.
