PROBLEM TO BE SOLVED: To provide a device and a method for preparing particulates which can efficiently preparing the particulates while certainly controlling the size of the particulates of prepared materials. SOLUTION: The preparing device 1A is constituted of a treating chamber 3 housing a liquid to be treated 2 comprising a solvent 4 and the materials for raw particles 5, a laser light irradiation device 10 having a plurality of laser light sources 11-14 supplying laser light of mutually different wavelengths, and a controller 20 controlling the irradiation of the laser light to the liquid to be treated 2 from the irradiation device 10. Then the wavelength and strength of the laser light are selected from the object size of the particulates to be prepared set to the materials at a wavelength selection part 21 and a strength selection part 22 of the controller 20, and the wavelength and the strength of the laser light radiated from the irradiation device 10 are controlled by reference of the wavelength and strength selected by a laser light controlling part 25.
