<P>PROBLEM TO BE SOLVED: To provide a power converter using a multi-level converter having a configuration with superior packaging properties. <P>SOLUTION: The multi-level converter 32A includes six power modules PM11-PM16 corresponding to a voltage conversion level, six capacitors C1-C6, parallel cooling waterways 168.1-168.8, and a bus bar 162. Each of the power modules PM11-PM16 includes a pair of MOS transistors connected in series.
