<p><P>PROBLEM TO BE SOLVED: To selectively enable duplication of only the designated hierarchical discrimination level of a hierarchized broadcast program. <P>SOLUTION: In coding portions 14, 24, and 30, a broadcast information including video image information and speech information is encoded. Two or more broadcastings in the broadcast information are layered in two or more levels. Additional information generating means 16 and 26 forms an identification code which specifies the service information, and additional information, including the discrimination level for discriminating which level of the two or more levels is with respect to each of two or more broadcastings. In a multiplexing part, an encoded information encoded by a coding means and an additional information formed by the additional information generating means are multiplexed. A transmitting portion 34 transmits a multiplexed information. By utilizing the identification code, a specific program can be preserved automatically.
