PROBLEM TO BE SOLVED: To provide a polyurethane which has a low rigidity, shows a small change in rigidity in a wide temperature range, exhibits a low impact resilience and pollutes surroundings little. SOLUTION: The subject manufacturing process comprises reacting an isocyanate group-terminated prepolymer having an isocyanate group content of 1-15 mass% with a curing agent mainly composed of (A) a polyether polyol having two or more hydroxy groups on an average per molecule and not less than 60% of which is a primary hydroxy group at an isocyanate index of 35-55 or reacting the isocyanate group-terminated prepolymer with the curing agent composed of (A) the polyether polyol having two or more hydroxy groups on an average per molecule and not less than 60% of which is the primary hydroxy group and (B) a polyether polyol having two or more hydroxy groups on an average per molecule and not more than 20% of which is a primary hydroxy group at an isocyanate index of 22-45.
