PROBLEM TO BE SOLVED: To provide an electronic lock system capable of easily locking and unlocking even in such situation that a key and its substitute are lost and cannot be used and to provide a communication device for controlling the electronic lock system by communication. SOLUTION: This communication device 1 connected with a radio communication network by radio communication is provided with a storage means 8 for storing a plurality of types of transmitter distinguishing information and a control means 6 for giving a control signal for locking and unlocking an electronic lock when receiving incoming from a transmitter distinguished by other transmitter distinguishing information within predetermined time after receiving incoming mail from a transmitter distinguished by the transmitter distinguishing information.
