PROBLEM TO BE SOLVED: To provide a treatment method for efficiently and economically insolubilizing a harmful metal such as manganese in soil. SOLUTION: The treatment method for the soil containing the harmful metal includes a step for contacting an ozone gas with the soil containing the harmful metal. Further, a method for preparing plant seedling raising culture soil from sludge generated in a water purification plant containing the harmful metal includes a step for contacting ozone gas with the sludge generated at the water purification plant containing the harmful metal.
