PROBLEM TO BE SOLVED: To provide an ion generating element capable of providing a large amount of released ions with ease without applying a relatively high voltage to the electrode for discharging. SOLUTION: An ion generating element 30 is provided with a photoelectric emission part 20 that emits photoelectron PE.
