PROBLEM TO BE SOLVED: To provide a brightness adjusting device capable of adjusting brightness of a display device so that visibility becomes always good responding to the brightness of the surroundings, and to provide the display device and a program. SOLUTION: At S110, a fault of an external optical sensor 13 is determined, and if it is not faulty, the brightness of back light 5 is adjusted based on the brightness detected by the external optical sensor 13 at S120. If it is faulty, a duty value of the back light 5 is determined from a date, a country name, and time read at S130 to S150, and a duty value table read at S160.
