PROBLEM TO BE SOLVED: To provide a floor heating panel, achieving efficient heat transfer from a hot water pipe to a soaking plate. SOLUTION: The floor heating panel comprises a downward groove 3 recessed to be open to a reverse face 2 of a floor material 1, the hot water pipe 4 arranged in the downward groove 3, and the soaking plate 5 arranged to cover the floor material 1 over its rearmost face. A heat radiation layer 6 is laid between the reverse face 2 of the floor material 1 and the soaking plate 5 to achieve efficient heat transfer from the hot water pipe 4 to the soaking plate 5.
