PROBLEM TO BE SOLVED: To provide a liner for a gas cylinder having excellent safety and a gas cylinder including the liner. SOLUTION: This manufacturing method of the liner 10 for the gas cylinder filled with high pressure gas, includes: a process of forming hollow members 2, 2' having an end part 4 at one end and an opening part 3 at the other end by a method except spinning; and a process of butting the opening parts 3 to each other in two hollow members 2, 2', and welding the whole periphery.
