PROBLEM TO BE SOLVED: To provide a bolt, a opening lock out tool, and a plate which allow for an easy work of externally mounting a lid to, for example, the opening of a waste water pipe. SOLUTION: The bolt 1 comprises a threaded portion 3 for fitting a nut therethrough, and a pinching groove 2 which comprises two surfaces 2a and 2b which are opposite to each other, and perpendicular to the axis of the threaded portion 3, and between which a member to be mounted can be pressed. The pinching groove 2 pinches the opening 6 of the waste water pipe 5 to temporarily fix the bolt 1. The lid 13 having insertion holes 13c for inserting the bolt 1 is fitted to the temporarily fixed bolt 1 to lock out the opening 6, and then nuts 16 are secured.
