PROBLEM TO BE SOLVED: To provide a throttle valve of an internal combustion engine capable of reducing contraction even when opening it minutely and fully and supplying air into the internal combustion engine smoothly. SOLUTION: This throttle valve device is constituted in such a way that a first valve 2 of streamlining type formed by a conical shape basically is formed in a flow-in air cleaning device of the internal combustion engine, so-called, an air cleaner box 1 or an arbitrary place, a second valve 3 formed like a funnel at a tip of a suction pipe is constituted to operate, and the second valve is fitted into the first valve in the interlocking relationship with an accelerator pedal for action to control air flowing into the internal combustion engine.
