PROBLEM TO BE SOLVED: To provide an electrolytic solution for electrolyte capacitors with an excellent initial conductivity characteristic wherein leakage of the electrolytic solution hardly takes place and a rate of change in specific conductivity at a high temperature is small. SOLUTION: The electrolytic solution comprises an electrolyte consisting of at least one kind of cations (A) selected from a group comprising adiminium cations and guadinium cations; electrolytic solution (C) comprising at least one kind of anions (B) selected from a group comprising organic acid anions and inorganic acid anions; an organic solvent (D); and water. The mol concentration X (mol/L) of the (C) in the electrolytic solution and the viscosity Y(mPa s) of the electrolytic solution at a temperature of 25°C are configured to satisfy relations of LOG(Y)≤0.33X+0.22, and LOG(Y)≥0.18X+0.32, and 0.7≤X≤10.
