PROBLEM TO BE SOLVED: To provide the manufacturing method of an electroluminescence emission board having long life and high emission luminance. SOLUTION: The manufacturing method of EL is that a transparent conducive film (hereafter, called ITO) is modified and an luminous element using activated zinc sulfide (ZnS) as a base is treated. The surface of the ITO is immersed in a mixed solution of ammonia aqueous solution and hydrogen peroxide water for several minutes for doping to modify the surface, a heat treated material of a first layer luminous element and the small amount of dielectric material are applied to the modified surface together with a binder, and vacuum defoaming treatment is conducted to completely disperse the luminous element into the binder and to adhere to the ITO.
