PROBLEM TO BE SOLVED: To provide an inexpensive and safe vehicle whose traveling operation can be stopped at a driver's will, and to provide a control device and a control method for the vehicle. SOLUTION: A motorized balance board 1 includes a wheel rotation angle detecting sensor 8c, a gyrosensor G1, and an acceleration sensor G2. An arithmetic operation unit 94a calculates a rotation angle change valueΔθw, a rotation angle valueθw, a tilt angle change valueΔθb, and a tilt angle valueθb, based on signals output from the wheel rotation angle detecting sensor 8c, the gyrosensor G1, and the acceleration sensor G2. When the control mode is a riding mode, a control mode switch element 942d switches the control mode to a standby mode based on the rotation angle change valueΔθw, the rotation angle valueθw, the tilt angle change valueΔθb, and the tilt angle valueθb.
