A center piston (56) slides within a center cylinder (55) to transfer operating fluid from the center cylinder to an upper cylinder (51). A wheel mounting element (40) is moved to a preset direction based on the pressure of the operating fluid in an upper piston (43). A spring (58) radially outwardly supports the wheel mounting element.
