PROBLEM TO BE SOLVED: To provide a paper feeding device capable of minimizing paper feeding jam and non-feeding of paper to feed paper satisfactorily and continuously. SOLUTION: This paper feeding device 7 provided with a paper feeding base 14 movable vertically to load paper P, and a paper feeding roller 15 coming into pressure-contact with the uppermost paper P loaded on the paper feeding base 14 by predetermined pressure-contact force by rise of the paper feeding base 14, is provided with a first detection means 28 for detecting whether the uppermost paper P comes into pressure-contact with the paper feeding roller 15 by predetermined pressure-contact force or not when the paper feeding base 14 rises, and a second detection means 29 for detecting whether a tip part of the uppermost paper P reaches predetermined height or not.
