PROBLEM TO BE SOLVED: To provide a developer quantity restricting blade with small surface roughness on a charge controlling surface, superior in its function stability and mass production property and not producing image failure such as lines and unevenness due to developer and its method of manufacture and a developing apparatus using the developer quantity restricting blade. SOLUTION: In the developer quantity restricting blade which has at least a blade member and a supporting member for the blade member formed so as to be laminated in the same shape, a composite for the blade member contains elastomer, the blade member is formed by having a surface transfer sheet fed to an injection molding mold, having the composite for the blade member ejected to a mold cavity after it is placed to come into contact with an inner surface of the cavity, the mold is closed and then having the blade member fixed by having the surface transfer sheet integrally adhered. The surface from which the surface transfer sheet member is stripped off is made a charge controlling surface and the surface of the blade member facing the charge controlling surface is adhered to the supporting member.
